Keeping Washington Clean and Evergreen


The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill a Cleanup Site Manager (Environmental Engineer 2 or Environmental Engineer 3) position. This position is located in our Northwest Region Office (NWRO) in Shoreline, WA. Upon hire, you must live within a commutable distance from the duty station.
 
Please Note: The salary posted above includes the additional 5% premium pay that this position will receive due to its location in Shoreline, WA in King County.  
 
As a Cleanup Site Manager in the Aquatics Unit, you’ll provide regulatory oversight for remedial investigations, feasibility studies, and design and implementation of cleanup actions at contaminated sites. You’ll apply your engineering knowledge to the remediation of cleanup sites to ensure soil and groundwater contamination is sufficiently addressed. You’ll also work alongside geologists and environmental scientists to support review of cleanup project components such as groundwater models and construction designs, plans, and specifications.

Note: This position offers a career path and on-the-job training. This position allows you to progress through the Environmental Engineer (EE) field and achieve the goal class of an Environmental Engineer 3 (EE3). Candidates will be considered at the EE2 and EE3 levels, depending on their qualifications. For salary levels for each, please see the qualifications section.

Tele-work options for this position: This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. Duties

As a Cleanup Site Manager, you’ll ensure the implementation of statues, administrative codes and Ecology guidance and policy related site remedial investigations, feasibility studies, remedial designs and actions. You’ll perform engineering and technical reviews and provide approval for assigned projects, when appropriate. In this role, you’ll also review work plans, environmental assessments, and other technical documents to ensure compliance with relevant laws and regulations.
 
 Other duties as a Cleanup Site Manager include:

  • Provide overall management, technical assistance, oversight, and approval for assigned projects and cleanup sites to ensure that sound engineering judgment and principles are used. 
  • Perform formal oversight of assigned projects/sites for compliance with Model Toxics Control Act (MTCA) and Sediment Management Standards (SMS), and other relevant laws and regulations.
  • Conduct periodic field visits to assigned sites to observe activities including sampling and remediation.
  • Support the development of scopes of work including work plans and recommended actions for assigned projects, resulting in site characterization, source control, and site remediation.
  • Review project technical documents to assess completeness and accuracy.
  • Maintain site information in accordance with agency standards and policies.
  • Prepare letters, memos, technical reports, and bulletins for assigned sites.
  • Manage communication pertaining to the MTCA stage-gate status of assigned projects (e.g., remedial investigations, feasibility studies, remedial design, and remedial action plan), including requirements for public comments with federal, state, local agencies, interested parties, and the public.

Qualifications

This is an In-Training Position. The goal class for this position is Environmental Engineer 3 (EE3). We will consider applicants who meet the requirements for the EE2 and EE3 levels. If the finalist meets the requirements for the EE2 level, they will be hired at that level and will be placed into a training program to become an EE3 within a specified period of time. 

Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
 

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

At the Environmental Engineer 2 level: Salary Range 61 ($6,072-$8,167 monthly) (In-training)
A total of six years of experience and/or education as described below:

  • Experience in environmental engineering.
  • Education involving major study in one of the following engineering fields, sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field.

All experience and education combinations that meet the requirements for this position:

Possible Combinations: College credits or degree - as listed above: Years of required experience - as listed above.

Combination 1; No college credits or degree; 6 years of experience

Combination 2; 30-59 semester or 45-89 quarter college credits; 5 years of experience

Combination 3; 60-89 semester or 90-134 quarter college credits (AA degree); 4 years of experience

Combination 4; 90-119 semester or 135-179 quarter college credits; 3 years of experience

Combination 5; An Engineer-in-Training Certificate; 2 years of experience

Combination 6; A Bachelor's Degree; 2 years of experience

Combination 7; A Master’s Degree or above;1 year of experience
 
At the Environmental Engineer 3 level: Salary Range 67 ($7,040-$9,472 monthly) Goal class

  • Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington.
  • Three years of experience in environmental engineering.

NOTE:  Requirements for professional registration as an engineer in the state of Washington are eight years of professional experience (which may include up to four years of college-level engineering education) and successful completion of sixteen hours of professional licensing exams. Applicants qualifying through the licensing equivalency option must achieve professional registration as an engineer in the state of Washington within six months of appointment to this class.

Special Requirements/Conditions of Employment:

  • Must possess and maintain a valid driver’s license.
  • To qualify at the Environmental Engineer 3 level: Professional Engineering certification in Washington State; if registered in another state, must obtain Washington registration within six months.

  • Effective technical writing, verbal communication, project management, and meeting facilitation skills.
  • Experience with mixed media sampling, laboratory analytical methods, and environmental data analysis.
  • Critical thinking.
